Your time BBC would be far better spent investigating those in this country from other cultures and countries who are now British Citizens but think it is acceptable to practice habits and cultures from their their country of origin but which are totally unacceptable and often illegal in any Western Civilised Society. Imposing sanctions on vaccines during a pandemic is against international law so there isn't, it's just North Korea don't want to pay for it to help their people. For the research and its money there is good part related or came from public sector or united nation , or from charities and private donations , so technically tax payers and some global collaboration is also related to development of this technology.
