Sharing a 'toolkit' is not a crime. But the origins of toolkit seem to lie in a political conspiracy to destabilize the present dispensation. Seldom, mega events like these protests are done without funding and vested political interests. There have been allegations of the protest being funded by Mo dhaliwal and group (of the Poetic Justice Foundation). This person has secessionist attitudes towards the Indian state and wants to carve out "Khalistan" be breaking the country up. The question is was she politically mature enough to understand the underlying conspiracy or in a hurry to be the next 'Greta of India' she unknowingly became canon fodder? If she was aware and did it nonetheless, then I am with the government. I don't know but if your comments, tweet or opinion instigate goons, mobs to spread anarchy and riot in a country then you should be held guilty regardless of your gender and age.
