The Abramyan String Quartet joins the foundations in commissioning a new work from composer Morris Rosenzweig, a faculty member at the University of Utah. Mr. Rosenzweig studied at the Eastman School of Music, the University of Pennsylvania, and Columbia University. He has received fellowships from the MacDowell Colony and the Composers Conference, as well as the McCurdy, Nietche, Rappoport and International Horn Society awards in composition.

 Jon W. Newsom, a 30-year Library of Congress veteran who has been serving as acting chief of the Music Division since January 1995, was recently named chief of the division. Mr. Newsom, who also served as acting chief from 1985 to 1987, began his career at the Library in the Music Division in October 1966 as a music reference librarian. He also worked as a music acquisition librarian before his promotion in 1974 to head of the Reference Section. In 1978, he was promoted to assistant chief, a position he held for almost 19 years, until he was named chief Dec. 22. In announcing Mr. Newsom's appointment, Associate Librarian for Library Services Winston Tabb said, "In each position in the Music Division, Jon has demonstrated in-depth knowledge of the division's subject matter -- including music, dance, and theater -- a strong commitment to the Library and the division, and a talent for both developing the collections and bringing them to life through performances and broadcasts."

Clarence M. Mitchell Jr. (1911-1984) served as the director of the NAACP Washington Bureau and the association's chief lobbyist from 1950 to 1979. An avowed "freedom fighter," Juanita Jackson Mitchell (1913-1992) served as the first national youth director of the NAACP (1935-1938) and became the first African American woman to practice law in Maryland (1950).

After receiving his M.F.A., Mr. Newsom worked as a teaching assistant at Princeton University while completing the coursework for a Ph.D., before coming to the Library in 1966 as a reference librarian. Plans for the second on-line release include the Journals of the Continental Congress, the records of the Constitutional Convention and the subsequent debates over the adoption of the Constitution. Further releases will bring the records of the U.S. Congress up to 1873, the year in which the Government Printing Office assumed the publication of the proceedings of Congress in the Congressional Record. In addition, the final collection will include the United States Statutes at Large from 1789 to 1873 and the American State Papers, 1789-1838, legislative and executive documents published by Congress. The National Digital Library Program will make millions of items relating to American history freely available on the Internet by the year 2000, the Bicentennial of the Library of Congress.

Currently, visitors to the site can learn, for example, that although the House first met on March 5, 1789, sufficient members for a quorum were not present to conduct business until April 1. Similarly, the Senate first met March 4, but a quorum was not attained until April 6. On March 18, those senators present agreed that a "circular letter should be written to eight of the absent members, urging their immediate attendance, [as] ... your presence is indispensably necessary."

Although currently set for preservation conditions of 50 degrees and 50 percent relative humidity, higher temperatures can be maintained. The case is unique in the world and was built according to the highest standards of preservation and security to display the most rare, valuable and fragile items in the "American Treasures" exhibition, the only permanent exhibition ever mounted by the Library of Congress. The case was developed by the Library of Congress, in cooperation with EXPLUS Inc. of Dulles, Va. Subcontractors were: George Sexton Associates, Washington, D.C.

The first afternoon session will highlight reshaping the government's information dissemination programs, beginning with Eric Peterson, staff director of the Joint Committee on Printing, who will address decentralization of electronic publishing and formal reform of government printing.

Among the highlights of the letters are one that George Washington wrote to his mother, Mary Ball Washington, on July 18, 1755. In it, he describes a battle with the French and Indians at Fort Duquesne, Pa.: "I luckily escaped without a wound, tho' I had four bullets through my Coat, and two Horses shot under me. ... I was not half recovered from a violent illness that confined me to my Bed, and a Waggon [sic], for above ten Days."

 The Caroline and Erwin Swann Memorial Fund at the Library of Congress made possible this exhibition. New York advertising executive Erwin Swann (1906-1973) assembled an extraordinarily diverse collection of nearly 2,000 works of cartoon art representing 400 artists and spanning two centuries. He developed the collection, which came to the Library in 1974, specifically to promote the preservation and connoisseurship of original cartoon and illustration drawings. The Library of Congress honors the tradition he established through the acquisition, exhibition and publication of noteworthy cartoonists. A fully illustrated book with a foreword by former Senator Bob Dole, co-published by the Library of Congress and Andrews McMeel, accompanies the exhibition and will be available for $24.95. Poet Laureate of the United States Robert Pinsky will launch his main endeavor as Poet Laureate, the Favorite Poem Project, with poetry readings in New York, Washington, Boston, St. Louis and Los Angeles during April, National Poetry Month. The project will create audio and video archives of Americans of all ages, backgrounds and walks of life reading aloud their favorite poems. The Favorite Poem Project is rooted in Mr. Pinsky's belief that poetry is meant to be read aloud. The Favorite Poem Project's two long-term goals are to promote reading and appreciation of poetry and to encourage the teaching of poetry in schools nationwide. Collaborating with Mr. Pinsky on this project are the New England Foundation for the Arts, which will administer the project, and the Library of Congress, the home of the Poet Laureate.

He later became a member of the Brevard Music Festival Orchestra, the Miami Symphony under Fabian Sevitsky, and the University of Miami String Quartet. He taught English, folklore, and folk music at the University of California, Los Angeles. In 1969, Mr. Jabbour became the head of the Archive of Folk Song at the Library of Congress.
