There should also be a rule where social services, police etc can make visits to houses with vulnerable children unannounced, and demand to see the children and living conditions. Do you not think Arthur's father, someone who should have protected and loved him unconditionally should be held accountable for killing his OWN SON or is it just easier to blame the poorly funded, overworked and overstretched services?
